in BRADLEY VILLAGE HALL at 7.30 p.m.

MINUTES OF PREVIOUS MEETING
The minutes of the previous meeting held on Tuesday 14th January 2020 had been circulated. These were agreed and adopted as a true record.

AGENDA ITEM 3
MATTERS ARISING
Mrs Karen Wilkes was voted on as our nominee to the Bradley Trust.

The New Stafford Borough Local Plan 2020 – 2040 was discussed. The Parish Council expressed concern regarding the role Highways would be playing. The council felt that the existing road structure within Stafford was already inadequate.
Locally some concern was expressed about the old Bradley Nursery site and how that would be developed in the future.
The Clerk was asked to contact the planning department with regards to the caravan being on site, now the house is complete and occupied.

CO-OPTION TO FILL CASUAL VACANCY
Mr M. Rossi has agreed to join the Parish Council as a to fill the casual vacancy.

AGENDA ITEM 5
HIGHWAY MATTERS
- The majority of Potholes along Bradley Lane have been repaired. Two remaining potholes remain but are under water. More drainage work needs to be done. This should start within 4 – 6 weeks. The Clerk was asked to contact Highways for an update as that particular bend is very dangerous.
- 16 Potholes have been reported along Littywood Lane. The council await progress on this
- The Oak tree has been felled on the A518 due to safety issues on the bend. Further signage and road markings are to be applied in the near future. S.C.C have agreed to plant new trees elsewhere. It was noted that while the council were sad to lose the tree, it was felt that some action was needed due to the number of deaths in that particular area. Councillor Turner pointed out that requests for all four trees to come down had been made at a meeting in Gnosall
- The Clerk had collected a few quotes for a bus shelter. It was found to be very expensive. Councillor Luck agreed to look into a kit form bus shelter and get a quote. It was also noted that the trust must be part of the process and to have an opportunity to comment on the designs.
- The Council thanks Councillor Callendine for putting up the dog fouling signs around the village. It was hoped this would make a difference.
AGENDA ITEM 6
PLAYING FIELD
- JWH Maintenance will continue to cut the grass for the next two years. They have completed the winter tidy up.
- Councillor Luck will continue with the general repairs on the park following the safety inspection.
- The Chairs of the PC and Trust have met to discuss the on going issue of the park lease. The Trust have established a maintenance fund and are willing to work with the Council to find a way forward regarding the new lease. The PC agreed that the best way forward would be to try and identify the potential cost of replacing the tennis court and road running down the side of the park. The Clerk was asked to get 2 quotes from local Tarmac Companies.

CORRESPONDENCE
Council have confirmed dates for Civic amenities 2020/21 visits are on Saturday 13th June, 12th September,21st November and 6th March 2021.
9am – 11 am Total cost of £552. Permission has been given by the trust to use their car park.

Stafford BC have been notified of our requested precept. £10,500. plus the concurrent function of £413 for 2020/21.

WEBSITE
The Parish Council website is now live but not completed. The Clerk is to go on a course in the near future as part of the website package. Councillors were asked to email any comments to the Clerk.

ADENDA ITEM 11
ANY OTHER BUSINESS
The council agreed that a Bradley bypass should be mentioned in the PC’s response to the Borough local plan 2020 – 2040 as the traffic situation gets no better within the village. The council felt an artists sketch of a by pass within Bradley would be helpful.
There is a date change to the May meeting it will now take place on Tuesday 5th May 2020. 7.30pm – Bradley Village Hall.
